Abstract

In 2001, under the guise of a treaty yet to be signed, and in the supposed name of equality, the Howard Government introduced substantial legislative changes for New Zealanders in Australia. Far from implementing equality, the 2001 changes have resulted in the creation of a sizable underclass with permanently inferior rights and no pathway to citizenship.
