Common Australia-NZ citizenship?

In 2000, New Zealand Treasurer Michael Cullen suggested the creation of a common Australia-NZ citizenship.

He thought that, in the context of a single labour market, it made no sense for Australians and New Zealanders to see each other as ‘somehow outside’.
